I think the takeaway for mere mortals is that on some champions there's
a significant difference between mashing your ability buttons and
pressing them just after you finish an attack.
Honestly I think it's somewhat of a poor design choice in LoL - your
'attack speed' is sort of your aggregate average speed over a long
series of attacks. But some champions fire their projectile at the
start of their animation, and some towards the end. The result is that
two champs with the same AS and AD can be completely different at last
hitting.
If you look in the patch notes I remember they 'improved Morgana's
attack animation to be more responsive' - this was a buff, even though
they didn't bump any of her stats. Basically they made her more into a
front loaded attack champ than a back-loaded one.

So, animation canceling is this process by which you restart the attack
animation. This is a good thing if you just got an attack off, but
especially good if you're a front-loaded champion, as you can use it to
A) avoid the attack timer penalty implicit in a poorly timed animation
reset just before your attack, and B) actually fire faster than your
attack speed would have indicated.
From reading the thread, it seems like moving is sort of like an
animation cancel. However I don't think it's the same as ability
popping, as I don't think you can use it to attack faster than your
stand-and-shoot speed by stutter stepping. I think if you do stutter
step and start a second attack such that it would fire before your stand
and shoot, your character will just stand there for a moment.
